Dear Mr. Helfrich:

Enclosed please find an application from Edlow International Company for i

a license to export 117,319 kilograms of natural uranium contained in 138,348 kilograms U,08 to West Germany for storage purposes for eventual use in the Grohnde Nuclear Power Station. According to the application, the facilities which will be converting, enriching, and fabricating the material have ~not been determined.

Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed axport meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
