Arkansas Nuclear One-Unit 1 Docket No. 50-313 License No. DPR-51 Radiological Effluent Technical Specifications (File: 1511.1,1511.3)

Gentlemen:

The proposed subject technical specifications were submitted by letter dated March 9,1979. As a result of a meeting with your staff on October 23, 1979, and various telecons with your staff, the original submittal has been revised.

AP&L hereby submits Revision 1 of the subject technical specifications for your review and approval. As stated in our March 9,1979 letter, we request that upon adoption of the attached specification, sections 1, 2, 3, 4, and 6 of the Environmental Technical Specifications be deleted and replaced as requested in the March 9,1979 letter.

, We also request that implementation of the subject specifications be delayed until 12:00 midnight, December 31, 1981, and that you notify us of your approval or disapproval as soon as possible but not later than November 1, 1980. There several reasons for requesting this schedule which can be summarized as follows:

1. The new Radiological Effluent Technical Specifications _(RETS) significantly change the data analysis 'and reporting require-ments on these effluents. Since the reports are summarized on an annual basis (i.e., calendar year), it would be much more appropriate to implement tne requirements at the end of the calendar year rather than causing significant confusion in an annual report based on two sets of requirements.

2. Significant efforts are already required of the staff that will be responsible for these new specifications through the middle of 1981 in support of TMI-2 Lessons. Learned requirernents and Emergency Plan and procedures development and implementation requirements. The addition of the significant workloaa associated with re-writing procedures, re-programming equip-ment, and other activities necessary to comply with the new RETS cannot be accommodated in parallel with those other efforts.

3. Both units at' Arkansas Nuclear One will undergo refueling outages in the first six months of 1981 which puts an additional workload on the plant staff.

Therefore, this delay in implementation is being requested to allow sufficient time to complete all of the activities required to comply with the new requirements. No fee is attached to this letter since a check for $4000 for a Class III amendment was submitted with our March 9,1979 letter.
