2 U.S. Nuclear Regulatory Commission Public Meeting Summary

To provide updates on ADAMS and answer questions from public ADAMS users.
General Details:
The meeting began at 2:10 p.m. with introductions and general announcements by Anna McGowan, Chief of the NRCs Information Services Branch. Six NRC staff members attended.
Two members of the public, from Westinghouse and Idaho National Laboratory, participated remotely and joined in the discussion, using a teleconference line. The public participants asked questions about ADAMS and the PDR and provided comments.
The remaining portion of the meeting covered ADAMS User Group member issues and questions. The meeting ended at 2:30 p.m.
Announcements:
Anna McGowan mentioned the NRC digitization project, which is underway. A future addition to the project is the digitization of Atomic Energy Commission documents, which will enhance the content in ADAMS and broaden the collection for the public. Currently, ADAMS Legacy Library documents are being digitized to full text. So far, one-third of the collection has been completed.
Public Participation Themes:
During the public question-and-answer portion of the meeting, the NRC PDR staff received some questions. The PDR staff provided answers during the meeting and researched one answer after the meeting. Below are the questions, followed by the staffs answers.
3 Digitization of ADAMS Legacy Documents on Microfiche Question: Will the digitized ADAMS Legacy Library documents go into the ADAMS Main Library?
Answer: Yes.
NRC Transformation Initiative and Public Document Room Question: How will the NRC transformation initiative affect the PDR?
Answer: It is difficult to say at this time. The NRC will have a reduced corporate support budget for fiscal year (FY) 2021, FY 2022, and FY 2023. The nuclear industry itself is changing, and the fees charged to the licensees are being scrutinized. As called for in Title 10 of the Code of Federal Regulations (10 CFR) 1.3(a), the NRC will continue to have a physical space for a PDR.
The NRC has been asked to look at the current PDR space due to the agencys reduction in physical space; so far, no decision has been made about the PDR space. The agency is currently looking at the PDRs physical collection to determine what must be maintained in physical formats, since the print and microfiche collections may not be needed after the digitization project is completed.
ADAMS User Training Question: Will PDR staff members present training on using ADAMS at the 2020 NRC Regulatory Information Conference (RIC), as they have done in previous years?
Answer: The PDR staff was not invited to staff a booth at the RIC in 2019, so we are unsure if we will be there in 2020. We welcome any support for such a service so that we can pursue a user training option. Please contact the PDR staff to ask for any help in searching ADAMS.
Action Items/Next Steps Anna McGowan thanked the participants for attending this meeting. The next ADAMS User Group meeting will take place in autumn 2020. The PDR staff will post an announcement of the meeting date and details on the NRCs ADAMS User Group Web page and in the NRCs Public Meeting Schedule. The PDR staff will also distribute an announcement through the ADAMS GovDelivery Subscription Service listserv. In spring 2020, the PDR staff will determine the need for an annual ADAMS User Group meeting and may contact the members of the distribution list.
