DOCKET NOS. 50-155 AND 50-255 CONSUMERS POWER COMPANY NOTICE OF ISSUANCE. OF AMEN 0i:ENTS TO OPERATING LICENSES The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 35 to Facility Operating License No. DPR-6 for the Big Rock Point Nuclear Plant and Araendment No. 61 to Provisional Operating License NL. DPR-20 for the Palisades Plant to Consumers Power Company (the licensee).
The Big Rock Point Plant is located in Charlevoix County, Michigan and the Ndilsades Plant is located in Van Buren County, Michigan. The amendments are effective as of the date of issuance and are to be fully implemented within 30 days of Comission approval in accordance with the provisions of 10 CFR 73.40(b).
The amendments add license conditions to include the Comission-approved Safeguards Contingency Plan as part of the licenses.
The licensee's filing complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's r.ules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter 1, which dre set f orth in the license amendments. Prior public notice of these amend-ments was not required since the amendments do not involve a significant hazards consideration.
The Commission has determined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR I
551.5(d)(4) an environmental impact statement or negative declaration and environmental imact appraisal need not be prepared in connection with issuance of the amendments.

. The licensee's filiag dated July 11,1980 (transmitted by letter dated July 24,1980) is being withheld from public disclosure pursuant to 10 CFR 2.790(d).
The withheld information is subject to disclosure in accordance with the provisions of 10 CFR 59.12.
