Pipe Supports AECM-80/251 On September 12, 1980, Mississippi Power & Light Company noti-fled Mr. M. Hunt of your office of a Potentially Reportable Defi-ciency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns seismic piping supports installed by Reactor Controls, Inc. (RCI) for the control rod drive hydraulic system. The installation of this piping was not in accordance with the original design.

We are working with the constructor to determine reportability of this item under 10CFR50.55(e) and 10CFR21.

Our Status Report is attached. We expect to send you our filial report on this matter by January 21, 1981.

i STATUS REPORT FOR PRD-80/56 1.

Description of the D'ficiency e

Pipe supports for the Control Rod Drive (CRD) System were installed by Reactor Controls, Inc. with the rollowing nonconformances I

with the original design noted:

1.

Tube steel wa; substituted for angle; 2.

Plates which were not shown on the applicable drawings were welded to the tube steel at the attachment to the embeds.

These welds were only on three sides, and the fourth side extended beyond the embed; 3.

Pipe clamps were discovered broken away from the pipe being supported; 4.

Hangers were installed with several pipe support items missing which were called for on the applicable drawings.

II.

Proposed Resolution of the Deficiency Mississippi Power & Light Company is working with the construc-l tor to evaluate this deficiency and to make the following de-terminations:

1.

The cause, including the extent of the problem; 2.

Corrective action \\to be taken; 3.

Action to preclude' recurrence; 4.

Effect on the safety of plant operation:<..

Our decision as to reportability under 10CFR50.55(e) and 10CFR21 will be based on the above items.

III.

Status of Proposed Resolution The constructor has written Reactor Controls, Inc. and requested them to reply to the noncomformance reports issued against this deficiency (QAR F-210 and Qt.R F-232).

These inputs should be available to MP&L for evaluation in Decem-ber 1980.

IV.

Reason for Delay in Final Report f

The evaluation is not complete.
