l Demetrios Basdekas telephoned.

He stated that he has [either l

information or opinion] not consistent with the staff position on certain issues in the TMI-l proceeding.

He stated that he works with the [0ffice) of Reactor Safety Research, Instrumentation l

Control Power Systems Branch, and that his [information or opinion]

relates to that subj ect matter.

He has been unable to. discuss l

this with Mr. Tourtellotte [I think he indicated that he had a preliminary discussion with Mr. Tourcellotte] mui wanted to know i

l if I could advise him how to present his [information or opinion].

l I stated.that he has come to the right person if his [informa-tion or opinion] relates.co the scope of the TK.*-1 restart hearing l

(he said it does) but that I know from a recent conversation with Mr. Tourtellotte that he is very busy this week.

I told him that I had no reason to believe that Mr. Tourcellotte would not present l

his views at the hearing and that his first approach should be with i

Mr. Tourtellotte.

I stated that-if he cannot contact Mr. Tourtellotte, i

Mr. Cutchin of the NRC staff is working in this proceeding also and that I believed.that Mr. Cutchin would understand and perform i

responsibly.

Mr. Basdekas stated that he knows Mr. Cucchin, has confidence in him, and that he, Mr. Basdekas,had not known that Mr. Cutchin was assigned to the' case.

I told Mr. Basdekas that the subject matter of instrumentation control power was one of interest to the board and-that we want to know about his concerns.

I told him that if he cannot arrive at a l

satisfactory arrangement with Mr. Tourtellotte or Mr. Cutchin that he should call ce.

Then, on second thought, I told him that I want him to inform me that he has satisfied his concerns with the staff counsel; that unless I hear from him further one way or the

other, I would seek him out.

He stated that he understands, and agrees, and would contact me in any event.

I told him that the board would arrange for a presentation of his [informaYion or j

opinions] in a comfortable, non-threatening setting.
