'U October 15, 1980 Director, Nuclear Reactor Regulation Att Mr Dennis M Crutchfield, Chief Operating Reactors Branch No 5 US Nuclear Regulatory Co= mission Washington, DC 20555 DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT - INSERVICE INSPECTION CODE USAGE Consumers Power Company requested Technical Specifications changes by letcer dated July 27, 1978 to bring Big Rock Point's Inservice Inspection program into conformance with 10CFR 50 55 criteria. These criteria establish periodic updating requirements for ASME B&PV Code,Section XI edition usage. As noted in our previcus request, the Inservice Inspection performed during the last Refueling Outage concluded the first 6 2/3 years inspections. Therefore, as required by 10CFR 50.55, Technical Specifications changes were requested to update code usage for the final 31/3 year period of the first 10 year inter-val. The completion Of construction of Big Rock Point scue seven (7) years prior to the first issuance of Section XI has resulted inthe first 10 year interval not beginning coincident with the start of plant operation and making confor=ance with all of the requirements of Section XI impossible.
The requested changes result in the addition of Class II and III piping and com-ponents to our Inservice Inspection program, the establishment of an Inservice Pump and Valve Testing program and the adoption of more recent code criteria for the selection of components to be inspected / tested and the establishment of inspection /
test method and acceptance criteria. The code edition required by 10CFR 50 55 criteria and to be used for the final period of the first 10 year interval (which includes the upcoming 1980 Refueling Outage) vill be the 1977 edition of the ASME B&PV Code,Section XI with addenda thru St=:=er 1978 as modified by 10CFR 50.55 and relief requests submitted by our letters dated December 22, 1978, Dece=ber 7, 1979 and August ih, 1979 Gregory C Withrov (Signed)
