Item 1 What are the functions of the Operations Assessment Superintendent?
1 Response 1 Responsible for evaluating cperating experience, supervision of two engi-neers and prm.. Og expertise related to reactor operation.
Performs tafety evalucWord anc information dissemination based on operating ex-parienes at this and other nuclear power plants.
Makes recommendations to make changes to ecuipment., systems, and procedures to improve plant performance and safety.

Item 2 What are the functions of the Plant Controller?
Response 2 Provides ANO management assurance that all plant personnel adhere to busi-ness standards, conform to requirements of regulatory agencies, maintain adequate construction records and financial information.
Assists the de-partment in guidelines, policies and rules on these matters.
Item 3 What are the functions of the Manager, Special Projects?
Response 3 The particular requirements for an individual filling this position are as follows:
Requires college degree in Engineering or Science and 6 years of broad nuclear experience with a minimun of 3 years in nuclear plant operations at the supervisory level.
The primary functions of an individual in this position are as follows:
Manages the ANO Special Projects Group which is assigned re-sponsibility for specific projects which pertain to the oper-ation, maintenance, and administration of the nuclear station.
Serves as the Plant Safety Committee Chairman.
Item 4 Discuss the qualifications of the Manager, System Nuclear Operations (MSS) to act as a member of the SRC.
Especially address his awareness of opera-tions directly related to ANG.
Response 4 The particular requirements for an individue: filling this position are as follows:
A B.S. in Engineering with advanced degree oreferable.
Exten-sive background in nuclear plant operation.
Experience with nuclear training.
Supe, isory, management, laar'uship experi-ence at senior level.
Considerable maturity.
Lasition requires approximately 20 years of professional experi+rt.. and 10 years management experience.
Knowledge and familiarity with organi-zational then v required.

The primary functions of an individual in this position are as follows:
Conducts operational audits of nuclear plants for safety and readiness.
Develops and administers System emergency I
response plans.
Reports status of nuclear units to MSU Management.
Reviews and provides input on Operating Company nuclear operations budgets.
Develops plans for sharing of technical resources between Operating Companies.
Provides MSU representation to System Nuclear Safety Review Boards.
Develops and implements organizational support structures for Operating Companies and Service Company.
Provides corporate INP0 contact.
Corporate rep to AIF Operations Subcommittee.
Responsible to the Pres-ident, MSU, for advising on the safe and cost effective operation of nuclear units on System.
Combini.ng all of. the above with the fact that this individual will be re-ceiving, as a member of the SRC, a complete agenda package for regularly

scheduled meetings which contains the plant specific information to be reviewed at those meetings, this individual would add years of overall operational experience and be a valuable source of current information.

Why was the Health Physics Consultant deleted from the Safety Review l
Committee if originally required?
Response 5 The particular requirements for the Health Physics Consultant as previously i
expressed in the technical specification footnote, required that that.indi-vidual meet an educational requirement of "...an academic degree in engineer-ing or physical science field". and an experience requirement of "...five
. years technical experience, of which a minimum of three years shall be in a respective field of expertise".
As may be seen in the Unit 2 FSAR,.the cur-rent Manager, Technical Analysis meets these educational requirements and his experience (with Arkansas Power & Light Company from the date of employ-ment along with other experience, all listed in the Unit 2 FSAR) meets the experience requirements.
In addition, this individual has recently taken the Health Physicist certification exam.
The requirements in the technical specifications for the Health Physics Con-sultant stem from Technical Specification 6.5.2.1, which requires review and audit by the SRC of areas related to Health Physics. This requirement is no different from the requirement to have expertise in any other area listed in 6.5.2.1 and is, therefore, covered by an individual (Manager, Technical Analysis) as stated above.
To require a particular position cur-rently listed on the Safety Review Committee to be designated as the Health Physics Consultant replacement is contrary to collective experience and
- competence! required for the committee as expressed in ANSI N18.7.

4-previously the Safety Review Committee's opinion that a consultant gave the necessary element for proper review of Health Physics matters.
It is now the committee's observation and belief that this element of ex-pertise is contained within the in-house committee membership.
Should t.his or any other area at some point in the future (due to personnel change, etc.) fall lacking in expertise, the appropriate action will be taken at that point to upgrade the collective experience and competence level of the committee to meet the requirements of Technical Specifica-tion 6.5.2.1.
