REVIEW 0F AMENDMENT APPLICATION DATED JULY 11, 1980
Background
Commonwealth Edison Company (CEC) is presently licensed to possess 3000 kilograms of U-235 contained in fuel and accessories for eventual use in each of the subject facilities (3000 kg U-235 under License SNM-1802 and 3000 kg under SNM-1833).
Each facility has a spent fuel pool with capacity for 1080 assemblies, and there is a joint new fuel pool with l
capacity for 620 assemblies.

'DiscOssion The subject application concerns transfers of fuel assemblies between Unit 1 and Unit 2 to permit modification of assemblies to address a i
j potential fretting problem with the water rods.
Because of the transfers, an excessive number of license transfers under 10 CFR 70.54 have been required to hold the U-235 weight for each license under 3000 kilograms.
CEC requests that the weight-limit under each license bs raised from 3000 to 6000 kilograms. No physical change in the fuel storage arrangements is involved. ~ The change in allowed inventories would not affect the radiological safety, nuclear safety, or other safety or environmental assessments forming the basis for issuance of each license.
