The U.S. Nuclear Regulatory Comission (Comission) has iscued Amendment No. 41 to Facility. Operating License No. DPR-21, issued to Northeast Nuclear g

Energy Company (the licensee). The emendment revises the Technical

Specifications for operation of Millstone Nuclear Power Station, Unit No.1, located in New Lonoon County, Connecticut. The amendment is effective as of the date of issuance, to be~1mplemented within 30 days of issuance.

The amendment revises the Technical Specifications by changing the 1

l setpoints for turbine stop valve closure scram bypass, the turbine control v61ve fast closure scram bypass and the APRM flux scram setting to 50% of rateo reactor thermal-power.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in d

10 CFR Chapter I, which are set forth in the license amendment.

Notics of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER on March 31,1988(53FR10451). No request for a hearing or petition for leave to intervene was filed following this notice.
