FORD NUCLEAR REACTOR REQUALIFICATION PROGRAM EAB Revision 2 OPERATOR REQUALIFICATION PROGRAM 1.
INTRODUCTION
-During each calendar year, a comprehensive written requalification examination is administered to all. NRC licensed Loperators at the Ford Nuclear Reactor.
The examination is.of equal' scope and dif ficulty to the license examinations 5
administered by_ examiners from the Operator Licensing Branch of the NRC.
Annually, an operator performance evaluation is made of each operator during a reactivity manipulation.
If any deficient areas are discovered during the requalification examination or operational performance evaluation, a retraining program is initlated for licensed operators in the areas of deficiency.
2.
REQUALIFICATION PROGRAM g
2.1 Annual Written Recualification Examination.
A comprenensive annual written requalif ication examination is given to all licensed operators.
The examination includes questions on sub.)ects as specified in 10CFR55.21 for operators and 10CFR55.22 for senior operators, Examination questions are of comparable complexity to questions given at the facility during NRC. administered license examinations.
2.2 Operator Performance Evaluation.
Annually, the performance and competence of licensed operators is observed and evaluated during a reactor reactivity manipulation.
In preparation for the performance evaluation, licensed operators.are required to review a* normal and emergency procedures.
The evaluation-2 includes an oral examination on abnormal and 2
emergency procedures and the operator's actions and responsibilities during emergency conditions.
2.3 Examination and Performance Standards.
2.3.1 A licensed operator who scores 80% or higher in all areas of the annual wnitten-requalification examinations And demonstrates the abilityLtc operate the reactor saf ely in the operator perf ortunce evaluation is thereby requalified.
2.3.2 A requalification examination score below 80% in any area requires the licensed operator to participate in a retraining program in the areas of deficiency.

2.5' Accelerated Retraining Program'.
The accelerated 0
retraining: program for licensed operators consists of:

Self-Study; and ghe b.
Preplanned lectures or tutoring. sessions; f ollower by;
- c, Written examination, in the areas of deficiency f rom the requalification examination and operator performance evaluation.
The accelerated retraining program is scheduled by the.
Nuclear Reactor Laboratory Manager or the Assistant 2'

Manager for Operations to be conducted within 90 days 2
following determination of deficient areas.
An operator must score 80X or higher on.a written examination in each area of deficiency in order to satisfactorily complete accelerated retraining.
2.6 Retraining Study Materials.
A comolete set of study and reference materials is provided for use by the licensed operators.

reviews the materials regular ly to ensure that they are current, adequate, and that they accurately reflect operations, conditions, and design features of the facility.
Licensed vperators are informec by memorandum or: meeting of changes to study materials.
Retraining study materials include as a Minimum the f ollowing:
a.
A reference text on reactor physics.
b.
Copies of the-operating procedures for the facility, c.
Copies of the Technical Specifications.for the o'
facility.
d.
Coples of emergency procedures for the tacility, e.
A summary description of facility characteristics, f.
Building and control acawings for the facility.

Copies of 10CFR20, 50, and 55, h.
Reference materials on health physics principles and techniques.
13.
SPECIAL CONDITIONS
~3.1 Reactivity Manipulations.
Semi-annually, each licensed l
operator is reviewed with regard to the number-of reactivity manipulations performed or directed over the previous 31X month period to assure that five or more manipulations are completed in a di tributed fashion ovtr each annual requalification period.
Reactivity manipulations may be any combination of reactor start-ups, shutdowns or oth6r manipulations that demonstrate skill and familiarity with reactivity f
control systems and procedures.

3.3 Extended Absence-from Operation.
A licensed operator
-who has not participated.1n reactor operation for four or more months'is given an oral examination by.the Nuclear Reactor Laboratory Manager or the Assistant l2 Manager for.0perations on facility and procedure changes and performs a reactivity manipulat' ion before being rea3 signed regular operational duties at the facility, provided the operator is up to date on the annual requalification examination.
The results of the.

3.4 NRC License Examination, Successful completion of the initial NRC licensing examination satisfies the licensee 8s annual retraining requirements.
Such an individual's retraining program is started w.th the L
next comprehensive examination scheduled at least 6 months af ter the licensee's initial licensing date.
3.5' Recualification Examination Exemptions.
The Nuclear 2-Reactor Laboratory Manager, and the Assistant Managers 2
are responsible for the preparation, grading, and 2
evaluation of the results of the requalification examination, operator performance Evaluation, and any subsequent retraining effort.
They are thereby considered as having satisf actorily completed the
' examination and performance evaluation.
4.
RECORDS The following records are retained at the facility for a period of five years.
4.1 Examinations.
'fritten examinations taken by licensed operators ddring each requalification period including the requalif ication examination, retraining examinations, and accelerated retraining examinations.
4.2 Examination Review Sheet.
Examination review sheets that Indicate the licensed oDePator's score for each area of the requalification examination and score 5 on retraining and accelerated retraining examinations in areas of deficiency.
