As a-result of the, inspection conducted on November 13-17-, 1989, and in.

' accordance with the " General: Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,. Appendix _C, (1989)-(Enforcement Policy)
- the-following violation was identified:,
The-Clinton Nuclear Generating = Station EmergencyrPlan, Section 5.4 indicates that-the licensee will provide annual retraining for individuals assigned ~
responsibilities in the Emergency Response Organization (ERO). The content of this annual retraining.is;specified -in Emergency Plan Implementing Procedure AP-05.
- Contrary to the above, two individuals had notLreceived retraining-regarding their responsibilities in the ERO for over sixteen months.
.This is_a Severity Level IV violation (Supplement 8) (50-461/89035-01(DRSS)).
! Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this j

office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: -(1) the corrective _ steps that have been taken and the results achieved; (2) the corrective steps that will be-taken to avoid further violations; and (3) the date when full compliance' will be achieved.
