Dear Mr. Weiss:
In accordance with telephone conversations between Mr.
Peter Erickson, Nuclear Regulatory Commission (NRC) Project Manager for Fort St.
Vrain, and Mr. M. H. Holmes. Nuclear Licensing Manager for Public Service Company of Colorado (PSC), enclosed is a supplement to the Proposed Technical Specification Change submitted September 14, 1989 (Reference 1). This supplement includes a listing of page deletions and page substitutions from the previous submittal as well as the revised pages.
This supplement is being made to delete some of the changes previously requested.
Please do not make the changes addressing the demonstration of a calculated K(eff) of less than or equal to 0.95 with all rods withdrawn. This condition is expected to be reached later in the defueling and need not be addressed at this time.
Also, please do not make the change to the applicability statement of LC0 4.7.3 reading "and stored fuel element surface temperatures can exceed 750 degrees F".
This change is also not required at this
