In a meeting _ with-the NRC Staff on August 10,_1989, Connecticut Yankee Atomic Power Company - (CYAPC0) discussed a revised scope and schedule to support i

conversion of the Haddam Neck Plant to zircaloy cladding for Cycle 17 opera-tion. The milestone schedule for supporting the conversion is as follows:
o MCOBRA/ TRAC Analysis Began August 1989

o Fuel Mechanical Design Report December 1989 submitted to NRC o
Appendix K Exemption Request February'1990 o
WCOBRA/ TRAC Analysis and June 1990 Cycle 17 License Amendment Request submitted to NRC l-o Cycle 17 Startup February 1991 In accordance with the above outlined' schedule, CYAPDJ is hereby submitting j
the attached " Fuel Mechanical Design Report" for review by the NRC Staff.
This report is being submitted later than originally anticipated due to the resources that have been diverted to the fuel reconstitution efforts during j
the current refueling outage.
L This report and the fuel mechanical results reported therein, will be vali-l dated on a cycle-by-cycle basis and will be the basis for the evaluation of future design changes.
This document will be referenced in future reload licensing submittals, such as the Technical Report Supporting Cycle Operation.
CYAPC0 respectfully requests that the NRC Staff review the attached report and i
respond back with any comments by March 1, 1990.
