,During an NRC inspection conducted on October 30 through November 3,1989, a L

violation of NRC requirements was identified. The violation involved a failure to provide adequate test control during the installation of a temporary

alteration in the containment boundary.

In accordance with the

4 Criterion XI of 10 CFR Part 50, Appendix B, requires, in part, that all testing required to demonstrate that structures, systems, and components will perform satisfactorily in service is identified and performed in

accordance with written test procedures, which incorporate the' requirements and acceptance limits contained in applicable design E

documents.

m Contrary to the above, temporary alteration (TA) 89-22 was made during refueling outage three to provide temporary services through a containment building penetration. The licensee failed to identify and perform a l

post-installation test to prove operability of the temporary penetration-

' closure for the potential conditions in the containment building during

.the period of installation.

Pursuant to the provisions of 10 CFR 2.201, Louisiana Power & Light Company is-l hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:

(1) the reason for the violation if admitted.

(2) the. corrective steps which have been taken and the results achieved,

-(3) the corrective steps which will be taken to avoid further violations, and l

(4) the date when full compliance will be achieved. Where good cause is shown, consideration will.be given to extending the response time.
