Dear Mr. Rouse:

This letter transmits an application for renewal of License SNM-33 for Combustion Engineering's Hematite, Missouri fuel manufacturing facility.

This renewal is being submitted not less than thirty (30) days prior to expiration of the existing license in accordance with 10CFR70.33.

The current license expires on December 31,1989, and

renewal is requested for a period of ten (10) years.

The renewal application is similar to the existing application except for three areas.

First, format changes are made where appropriate to comply with Regulatory Guide 3.52.

Second, content is updated.

(C), (D), and (E) related to the revitalization program at Hematite.

Third, the criticality methodology that has been and still is employed by Combustion Engineering is rewritten in Chapter 14 for clarity and completeness and the presentation of criticality criteria in Chapter 4 is made consistent.

In Chapter 5 of Part 1, Combustion Engineering commits to the add.ition of a third remote air monitoring station.

The location of this station is yet to be specified and therefore, it is not shown on the

-? of Figure 13-1 in Part II.

While this submittal was in its final stages of preparation, Combustion Engineering, Inc. announced an agreement with Asea Brown Boveri Inc. (ABB) and C-E Acquisition Corporation, both of which are Delaware Corporations, directly or indirectly controlled by ABB Asea Brown Boveri, Ltd., a Swiss Corporation concerning a transaction, when, and if completed would lead to the indirect ownership by ABB of Combustion Engineering.

Separate correspondence with the Nuclear Regulatory Commission is being initiated on this matter.

The enclosed license application reflects the ownership of Combustion Engineering, Inc. as of this date.

Enclosure I to this letter is the License Renewal Application.

Enclosure II is a check in the amount of $150.00 to cover this License Renewal Appilcation as required by 10CFR170.31.

Six (G) copies of Enclosure I are included for your use.
