SUBJECT:

MINUTES OF MEETlHG WITH COMBUSTION ENGINEERING OWNERS GROUP TO DISCUSS OPERABILITY, SUFFORT SYSTEMS, AND COMPLETION TIME On November 27, 1989, the NRC staff met with members of the Combustion EngineeringOwnersGroup(CEOG)todiscussoperability,supportsystems}.and completion tines as these issues relate to Technical Specifications (TS The staff emphasized that the purpose of'the TS is to preserve the validity of the safety analyses, and that the Limiting Conditions of Operation (LCOs) and Allowed Outage Times (A0Ts) are based on the General Design Criteria (GDC).

The staff presented the definition of operability, and illustrated its use using a typical electrical power system diagram. Support system operability and

" cascading" was also discussed.

A key issue involved the concept of availability versus operability.

Industry seems to feel that a support system that is available but not operable becaese a single valve or circuit breaker has been misaligned on purpose (say, for preventive maintenance) and which could be quickly realigned by the operator from the control room, should not be treated as harshly as a truly broken and inoperable support system.

In particular, industry would like not to have to cascade inoperability to supported systems in this case. The staff stated-that exceptions would have to be justified by analysis and handled on a case-by-case basis.

Completion times were discussed, and R. S. Starkey from the CE0G/Waterford plant indicated that he was in full agreement with the four completion time examples that were presented by the staff.
