In a letter to you dated August 9, 1988 (Ref. VPNPD-88-411/

NRC-88-073), we notified you that we had completed our environmental' qualification program with the exception of our Gamma-Metrics Neutron Flux Monitors. It was stated in our letter that solder joints at certain cable assembly connections for these monitors may be defective, allowing moisture into the cable and potentially causing degradation or failure of the neutron flux monitors'under accident conditions. At the time the letter was written, we were working with Gamma-Metrics to obtian additional information to qualify our system. The original schedule was to i

resolve this issue during the_ upcoming refueling outage for each unit.

In a follow-up letter to you dated February 17, 1989 (Ref.

VPNPD-89-089/NRC-89-020), we notified you that Gamma-Metrics was unable to provide us with their qualified testing procedure, hardware fix kit, and installation procedures for our fall of 1988 outage. We stated in the letter that the confirmation of the environmental qualification of our neutron flux monitors would-be delayed until the first refueling outage for each Point Beach unit after Gamma-Metrics provides the qualified items to us.

Gamma-Metrics had told us that their qualified kits might be available for our fall 1989 outage. Gamma-Metrics has still not made these items available to us. We were told that the new fix kits have been environmentally qualified, but that they were unable to complete the qualified installation procedure and proper training of their field service representatives to meet our outage schedule. Therefore, the testing and repair of the Gamma-Metrics cable. assemblies is being scheduled to be done during the spring and fall refueling outages in 1990 for Point Beach Units 1 and 2.
