Dear Mr. Weiss:

In accordance with telephone conversations between Mr. Peter Erickson, Nuclear Regulatory Commission (NRC) Project Manager for Fort St. Vrain, and Mr. M. H. Holmes, Nuclear licensing Manager for Public Service Company of Colorado (PSC), enclosed is a supplement to the Proposed Technical Specification Amendment submitted September 14, 1989 (Reference 1) and October 13, 1989 (Reference 2). This supplement includes a listing of page substitutions from the previous submittals, as well as the revised pages.

The supplement is being made to delete a change previously requested, Please do not make the changes addressing the demonstration of a calculated K(eff) of less than or equal to 0.95 with all rods withdrawn.
