-proposes to amend Operating License DPR-54 for Rancho Seco and therefore submits Proposed Amendment No. 183.
Proposed Amendment No.183 proposes to modify the t.icense to include a condition prohibiting the movement of new or spent fuel into the Reactor Cuilding without prior NRC approval. Recommended text is shown on Eaclosure II.
Details of the pioposed amendment are presented in the No Significant Hazards Consideration (Enclosure I) of this submittal.
This proposed change to the License has been reviewed in accordance + ' 10 CfR 50.59, and has been found not to constitute an unreviewed safety question.
Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this proposed amendment by mailed copy of this submittal.
Please apply the District's credit of $150.00, as required by 10 CFR 170.21,

It is requested that this proposed amendment become effective immediately after NRC issuance, but not be issued until Rancho Seco has completed defueling.

Proposed Amendment No.183 adds an additional condition to Operating License No. DPR-S4 which prohibits the movement of new or speri fuel into the Reactor Building without prior NRC approval.
REASON FOR CHANGES:

The Sacramento Municipal Utility District (the District) has determined to discontinue operation of Rancho Seco Nuclear Generating Station.
The District 1
requests a condition be placed in the License that prohibits the movement of new or spent fuel into the Reactor Building subject to NRC approval.
This License condition will establish that potential events associated with having nuclear fuel in the reactor vessel are not credible.
EVALUATION AND BASIS FOR SAFETY FINDINGS:
i This Proposed Amendment places an additional restricticn on the activities allowed under the current Operating License for Rar.cho '4eco.
This restriction which prevents the moverr.ent of new or spent fuel into the Reactor Building, in aff2ct restricts ferther powet operation of the unit without prior NRC approvai. However, the liceu w chndition does not prohibit all other act'vities under the prewnt Licanse.
This Proposed Amendment will not decrease the protection of the publi: health l
and safety.
NO SIGNIFICANT HAZARDS CCNSIDERATION The District has reviewed this Proposed Amendment against each of the criteria of 10 CFR 50.92 and concludes that:

e consequences of an accident previously evaluated since it imposes additional operational restrictions (i.e., movement of fuel into the Reactor Building without NRC approval) while not modifying the present plant protection systems and controls, n

It does not create the possibility of a new or different kind of accident from any accident previously evaluated since it does not modify the l

l allows no new activities, keeps present controls and restrictions in l
place, and adds additional conservative restrictions on plant operations.
Therefore, the District concludes that Proposed Amendment 183 involves no

significant. hazards consideration.
