' Limiting Condition for Operation (LCO) 3.7.9 o'f the 'Irojan Technical Specifications..(TTS)_ requires submittal of a Special M port if a L3-hour fire. barrier is nonfunctional for greater than seven days.
.-The. fire barriers in the areas described below were declared (inoperable on the dates. indicated and remained inoperable for greater sthan seven-days.

,Th'e-compensatory measures of Technical Specification 3.7.9 (checking
- local smoke detectors and establishing an hourly fire patrol) were establishe$Jimmediately for:each' damper, as required.
These~ fire dampers were discovered to be inoperable during_the
- cvaluation of several Corrective Action Program Nonconformance Reports (NCR).
The NCR's were' generated as a result of concerns for
'the installation methods used for these dampers.
This_Special Report is being submitted late because the Nuclear Plant
' Engineering (NPE) personnel who determined the fire dampers were Linoperable. failed.to inform the Fire Protection Department of this conclusion.
Fite Protection personnel had originally determined the ifire-dampers to be operable, but had established fire patrols in case further evaluation reversed this conclusion.
The Corrective Action Program does not: have a: process' for informing appropriate personnel-if the initial conclusions of a NCR or Nonconforming Activity Report (NCAR) is different than the final disposition.
In order to avoid this type of situation in the future the NPE
' personnel,wilI1be directed to ensure they communicate their l
conclusion to_the appropriate personnel when.a NCR or NCAR is processed.
A corrective Action insk Group is presently formulating a
~ plan.of action to fix identified-problems with the Corrective Action Program.
They have been directed to ensure this issue is addressed.
