lThe United -States Nuclear Regulatory Comission (the Comission) has

' denied in part a request by the Pacific Gas and Electric Company (the l
licensee) for amendments to Facility Operating License Nos. DPR-80 and DPR-82,
- issued to the licensee for operation of the Diablo Canyon Power Plant, Unit hos.1. and 2, respectively, located in San Luis Obispo County, California.

l The amendments, as proposed by the licensee, would change Section 6.0, l
'Admir.istrative Controls," of the Technical Specifications regarding the i
GeneralOfficeNuclearPlantReviewandAuditCommittee.(GONPRAC) membership, l

operating personnel working hours and limits, the plant staff qualifications and training program, and routine and special reports. The Commission's staff f
. finds acceptable the changes that are applicable to the GONPRAC, and to l-routine and special reports.
The other proposed changes are unacceptable.
because they do not confom to the Comission's requirements and guidance for such matters.
Therefore, the request for amendments is denied in part.
By August 25,1989, the licensee may demand a hearing with respect t6 the denial described above and any person whose interest may be affected by this
' proceeding may file a written petition for leave to intervene.
