Good morning, ladies and gentlemen, this is an affirmation session.
We have one item to come-

Before I ask the Secretary to lead us through the item for affirmation, do any of my fellow Commissioners have any opening comments they would like to make?
If not, Mr. Secretary, you may' proceed.
MR. CHILK:
Mr. Chairman, in this affirmation
-l proceeding, the Commission is being asked.to act on a i
procedural Order setting forth achedules for the filing of pleadings with the-Commission in the Seabrook proceeding.
Chairman Carr, Commissioners Roberts and Rogers have approved an Order attached to our memorandum of November the 16th indicating that the Commission has decided that it, rather than'the Appeal Board, will consider all applications for a stay of the Licensing Board authorization of full-power operation for Seabrook Unit 1.
Accordingly, any parties seeking a stay of the effectiveness of LBP-89-32, shcll file such request with the Commission.
Although the Appeal Board, on November the 14th, 1989, set forth a schedule for the future filing on the intervenor's November 13, 1989, motion to vacate. that motion will'be decided by the Commission.
The Commission has adopted

the. essential features of the November 14 Appeal Board schedule-for responding to that motion, as well as 6ny other 1
. 1 application for the stay of the Licensing Board proceeding
]
89-32 which may hereafter be filed.
Commissioner Curtiss is' abstaining in this action.
