Dear Senator Boren:
- This is in response to your October 5,1989, letter to Chairman Kenneth Carr regarding Dr. Frances Norris' allegation that the NRC failed to respond to her request for remediation of NRC errors.

-NRC has had multiple communications with Dr. Norris expressing concerns similar to that enclosed with-her letter of September 23, 1989, to you at your Tulsa, Oklahoma office. These include:

Dr. Norris contacted Region IV by telephone regarding clarification of her concerns about NRC June 3, 1988, letter.

- Army Comununity liospital (RACH) with inspection findings documented in NRC inspection reports. Dr. Norris perceives that subsequent action taken by the Arsy relative to her military service contract was prompted by NRC findings.
Copies of her letters and the NRC responses are enclosed for your use as appropriate. As you may note copies of several of the NRC responses were previously sent to your Oklahoma City address.

As you can see on the enclosed letters, our regional office in Arlington, Texas, has thoroughly reviewed and evaluated the concerns expressed by Dr. Norris. The NRC conducted inspections of RACH on December 4,1987,-June 1, 1988, and November 16, 1988. Dr. Norris' concerns of safety problems were not substantiated. The results of these inspection activities were forwarded to l
Dr. Norris.
However, the NRC did find several violations of its regulations as a result of these inspections. While RACH did not contest the violations found, Dr.
Norris did take issue with them.
She was not satisfied with NRC's resolution of her concerns. Dr. Norris continued to contest the NRC violations while insisting that safety problems existed at RACH.
However, additional safety concerns were not identified by Dr. Norris. The regional office reviews of subsequent correspondence from Dr. Norris did not identify any new issues that had not been addressed.
When Dr. Norris alleged misconduct on the part of Region IV, her letter of May 13, 1989, as well as a summary of Region IV actions at RACH relative to Dr. Norris' allegations was forwarded to the NRC's Office of the Inspector General (OIG) for review. The OlG informed the Region IV office on October 20, J
1989, that no further action will be taken with regard to allegations of 3
misconduct. Dr. Norris was advised of the final resolution of this matter on October 23, 1989.
It is iny view that NRC has been responsive to Dr. Norris in evaluating her concerns and responding to her. However, given her reluctance to accept the NRC position on these matters, we see no useful purpose to comunicate further j
