r Gentlemen:

0n 0ctober 30,.1989, TV' Electric verbally notified the.NRC of. a deficiency linvolving1 tornado dampers..;After further evaluation, it has been determined

~that this-issue is not reportable for Unit I under the provisions of-

-10CFR50.55(e).

fSpecifically, nonconformance reports (NCR's) identified. two Unit I tornado dampers which could not travel .to the design full open position due to ,

interference .from'thermolag installed on ' adjacent' fire dampers. A walkdown of the remaining-Unit litornado dampers instrilled in tandem with fire dampers revealed one additional tornado damper whose travel was restricted.due to thermolag on the_ adjacent fire damper. .An additional NCR was issued for this damper.

L A calculation of the Unit I tornado venting analysis utilizing the restricted m

positions of.these three tornado dampers. indicated that the change in'the

. calculated-differential . pressures due to the as-found Unit I tornado damper .{

louver blade positions is not significant. Based on the results of this calculation, it was concluded that no adverse effect to the safe operation of Unit I would have resulted from this deficiency. ,
