.V problems. The subsequent identification of creep-related degradation in the steam generator ring headers caused Public Service Company of Colorado (PSC) to announce its intention to comence the early decomissioning of FSV. Region IV

-and NRR projects have coordinated plans for future inpection a.tivities at

FSV. This memorandum is to infonn you'of current hhc inspection and staffing plens for the FSV site during the defueli.ng and decomissioning process.

4 PSC's defueling and decommissioning' plans are contingent upon the availability of;offsite storage / disposal for the spent reactor fuel.

In order to 4

accomodate this contingency, we plan to do the following:

Establish an inspection oversight group for the defueling and W

decommissioning phase composed of both NRR and Region IV personnel.

Suspend the SALP process for FSV; however FSV performance over the SALP y

period in certain performance areas would be reviewed and factored into-the decomissioning inspection plans by the inspection oversight group. No M

further SALP reports for FSV will be issued.O l

' Continue to utilize the Region IV quarterly plant performance review (QPPR) process to evaluate licensee performance and to maintain.a master inspection plan (MIP). current with'the status of the facility decomissioning. Substantial ch&nges have already been made to the FSV MIP based on the present status.

Adjustments to the resident inspector staff will be made as inspection activities dictate. Resident inspector coverage at the site will be

. supplemented by region-based specialists.

This matter has been coordinated with the Associate Director for Projects.
