Presently-before the Commission for its immediate effectiveness review in this proceeding is the decision of the A' lic Safety and Licensing-l Board (" Licensing Board") to authorize issuance of a full power license for the Seabrook Nuclear Power Station, Unit 1.
See10C.F.R.I2.764(f)(2). The Licensing Board authorized the issuance of such a license in its Partial Initial Decision dated November 9,1989. Public Service Company of New Hampshire (Seabrook Station, Units 1 and 2), LBP-89-32, NRC (1989).
The Consnission also has before it the issue certified to the Conunission by the Atomic Safety and Licensing Appeal Board (" Appeal Board") in Public Service Company of New Hampshire (Seabrook Station, Units 1 and 2), ALAB-922, NRC (1989) and Applicants' Petition for Review of the Appeal Board's remand of certain issues for the further consideration of the Licensing Board.

, issuance of a full power license, the Comission has decided that it rather than the Appeal Board will consider all applications for stay of the Licensing Board's authorization of full power operation for Seabrook Unit 1.

Accordingly, any party seeking to stay the effectiveness of LBP-89-32 shall file such request with the Comission. The Massachusetts Attorney General, Seacoast Anti-Pollution League, and the New England Coalition on Nuclear Pollution on November 13, 1989 filed an "Intervenors Motion to Vacate
-Those Portions of LBP-89-32 Authorizing Issuance Of A Seabrook Operating License." Although the Appeal Board on November 14, 1989 set forth a schedule for future filings on intervenors' motion, that motion will be decided by the Comission. We adopt the essential features of that schedule for that motion as well as any other applications for stay of LBF-89-32 which may hereafter be filed. Thus, no later than the eighth day following the date of issuance of the Licensing Board's explanatory memorandum,I intervenors shall file with the Comission and have in the hands of counsel for the applicants and the NRC staff a supplement to their November 13, 1989 motion. All other applications for a stay must also be filed by that day. Thereafter, no later than the seventh day following receipt of intervenors' supplement, applicants and the NRC staff shall file with the Comission and have in the hands of counsel for the l
intervenors their answers to the motion of November 13, 1989 and any supplement 1
