Final PCRV Tendon Surveillance Report

Dear Mr. Weiss:

In Reference 2, Public Service Company of Colorado (PSC) committed to provide the Nuclear Regulatory Commission (NRC) the results of the PCRV Tendon Surveillance Program for the period ending June 30, 1989, t and to submit a final report on PCRV Tendon Surveillance activities within one month af ter final depressurization. The information to be included in the final report is more fully described in Reference 1.

The results of the PCRV Tendon Surveillance Program for the period ending June 30, 1989, were reported to the NRC in Reference 3.

PSC ' notified the NRC in Reference 4 that the decision had been made not to restart the Fort St. Vrain (FSV) plant. ^1he reason for performing the PCRV Tendon Surveillances was to demonstrate PCRV tendon integrity during operation of FSV. The PCRV Tendon Surveillances provide ne safety benefit now that the plant is permarantly shut down because PCRV tendon integrity is not a concern during defueling with the PCRV depressurized.

PSC believes the July 7,1989, submittal (Reference 3) is adequate to serve as the final report of PCRV Tendon Surveillance activities.

The decision not to restart came in close proximity to submission of the Tendon Surveillance results for the period ending June 30, 1989, and the submittal covered all of the information that is to be included in the final report on Tendon Surveillance activities. No additional ' tendon surveillances have been performed beyond those reported in Reference 3.
