~ RR has.revicwed the subject Regulatory Guide and concurs in its application-N to future ~ plants only (forward fit). We recognize that current licensees may voluntarily adopt-Regulatory Guide 1.33, Revision 3.

NRR notes'the proposed-draft Regulatory Guide 1.33 is not to be published in final form until after NRR issues a nei generic letter (clarifying Generic

. Letter 83-28 which still applies to current licensees), and a related bulletin to improve trip system reliability. The final version of Regulatory Guide 1.33

. Revision-3 should obtain NRR concurrence to ensure that these actions are complete. Appropriate licensing and inspection guidance should be included in c

the. final revision.-

NRR also believes that a major revision to Regulatory Guide 1.33 should be made in the near future to reflect the NRC's current philosophy towards m

operating plants (as stated, this revision of Regulatory Guide 1.33 is

applicable.to future plants only).
