3 The purpose of this' letter is to inform the Nuclear Regulatory Commission (NRC) that. Toledo Edison has no further plans for development of a Plant Control Center (PCC)'at the Davis-Besse Nuclear Power Station; 1

During 1985, Toledo Edison began examining the possibility of developing ~an additional. Emergency Response Facility within the Davis-Besse site protected area.- 'The' proposed PCC was to serve-several functions. One function would have been to enhance management's in-plant response:to-transients and

Normal functions would have been'to serve as a conference room Lfo,r senior plant management and' Systems Engineering, as well as an office for th'e Shift Managers; Additionall'y, it was being designed such that, if necessary, the PCC could have fulfilled some of'the Technical Support Center l
