Dear Mr.' Weiss:

On. September 1,

1989, Public Service Company ofColorado(PSC) 1 notified the NRC (Reference 1) of the decision to shut down the Fort St. Vrain Nuclear Generating -Station (FSV) permanently. Actual termination of plant operations took place on August 18, 1989, and at that. time a 100 day reactor cooldown period was initiated.

November 26, 1989 marks completion of this cooldown period and, based on discussions with the NRC in a meeting held on October 25, 1989 and during a subsequent telephone conversation held between you and Mr.

P. B. Erickson of the NRC, and Mr. H. L. Brey and Mr. M. H. Holmes of PSC 'on November 17, 1989, it is PSC's intent to initiate in-core defueling preparations beginning November 27, 1989.

It is PSC's understanding that during defueling preparations one l

region of fuel elements may be removed consistent with past refueling of the reactor.

However, upon' completion of the removal of these fuel elements, reinsertion of boronated graphite defueling elements will not ~take place until the NRC has approved the Technical 1

Specification amendments submitted by References 2 through 6.
