Gentlemen:

Operation of the Containment Purge / Vent System is one of several 1ssues that the NRC has requested to be governed through the implementation of Technical Specifications, Limiting Conditions for Operation and their i

associated'Surve111ance Requirements.

Zion Station has had limitations in j

. place since 1980, as. directed by the February 29, 1980, Confirmatory Order, t

L which have in fact conservatively restricted the operation of the Containment Purge / Vent System. However, the preferred method to control operation of this I

system should be established in the Technical Specifications rather than the Confirmatory Order..

~As indicated in the References above, several submittals have been l-made with the intention of establishing the appropriate control mechanism.

L However, throughout the years, both new guidance from the NRC and changes to i

H plant hardware configurations have occurred, and therefore, a revision to our previous submittals is required.

The proposed amendment is a substantial revision to our February 21, 1986 submittal, as amended by-References (b) rnd (c).

l Attachment I to this letter is a proposed amendment to Facility Operating Licenses Nos. DPR-39 and DPR-48, Appendix A, Section 3.9/4.9, Containment Isolation.

The proposed amendment allows for containment puige l

and vent operhtlons to be conducted while operating above Cold Shutdown for safety related reasons as described in the basis section.

However, individual i

purge supply and exhaust valves 1/2 A0V-RV0001, 2, 3 and 4 must be restricted to a maximum opening of 50 degrees during operations.
