Dear Ms. Hiatt:

This letter confirms our telephone conversation of ' November 1,- 1989, in which I described some of HRC's current activities regarding. service water system problems, biofouling, and more specifically, the issue involving Zebra mussel

biofouling.

' As you: know, we recently issued Generic Letter 89-13 on service water system problems affecting safety-related equipment at nuclear power plants. One of these problems-is biofouling. Although our generic letter mentioned Asiatic clams,- American oysters, and blue mussels as examples of biofouling agents, the reconnended actions in the letter were not intended to apply exclusively to just these agents. We consider Generic Letter 89-13 to apply equally well to Zebra mussel biofouling problems.

However, as you recommended in your letter a to Charles E. Rossi dated October 26, 1989, we are drafting for consideration an information notice concerning Zebra mussels.

In addition', I have spoken at the first meeting listed below and will be taking advantage of the other opportunities listed below to. speak with industry repre-sentatives about service water system problems, including the' Zebra mussel L

biofouling issue.
