The Radiation Safety Officer (RSO), under the supervision of the Repair Officer, shall implement, execute and maintain 1this QA program as outlined in enclosures (2).. (3), and-

The Radiation Safety Officer shall ensure that

, transportation and receiving activities meet the requirements'of 10CFR 71.101.

(This requirement is satisfied'by obtaining

' certification from package suppliers, Certificates cf compliance

.NRC Form 618 and materials license NRC Form 374.)

Definitions of Terms 1.

Carrier:

-A person employed in the transportation of packages or property by land or water asLa common, contract, or private

. carrier, or by civil aircraft.

2.
Containment System:

The component of the packaging intended to retainLthe radioactive material during transport.

3.

Conveyance:

Any vehicle, aircraft, vessel, or freight container,.or hold, or defined deck area of an inland waterway

.l craft or seagoing vessel.

4... Package:

The packaging together with its radioactive

-l contents as presented for transport.

Type B Package:

A type B package together with its radioactive contents.

On approval, a type B package design is designated by NRC as B(U) unless the package has a maximum normal-operating pressure of more than 100 lb/sq in gauge or a pressure rel-lef device which-would allow the release of radioactive material to~the environment under tests specified in 71 73 (hypothetical accident conditions), in which' case it will I

-l receive a designation B(M).

B(U) refers to the need-for unilateral approval of. international shipments; B (M) 're f ers to

.the need for multilateral approval.

6.

Packaging:

The assembly of components necessary to ensure compliance with the packaging requirements of Part 71.

It may consist of one or more receptacles, absorbent materials, spacing j

ctructures, thermal insulation, radiation shielding and devices forLcooling or absorbing mechanical shocks.

packaging.

-Special f orm radioactive material:

Radioactive material j

which satisfies the following conditions:

j (a) It is either single solid piece or is contained in a sealed capsule that can be opened only by destroying the capsule.

(b) The piece or capsule has at least one dimension not less than 5 millimeters (0.1971n); and 3

(c) It satisfies the test requirements of 71.75.

Specific Activity:

The radioactivity of the radionuclide per

-unit mass of that nuclide.

The specific activity of a material in which the radionuclide is essentially uniformly distributed is the radioactivity per unit mass of the material.
