Generic Letter 89-07,

" Power Reactor Safeguards Contingency

Planning for Surface Vehicle Bombs" requests the modification of i

licensee safeguards contingency procedures to address the possibility l

.of a land vehicle bomb.

As a result of our review of the Generic Letter, we have included in our safeguards contingency planning, actions that could be taken to protect against attempted radiological sabotage involving a land vehicle bomb if such a threat were to materialize.

The contingency actions were developed based on the following

approach, as recommended by the Generic Letter:

i Safe standoff distances.were determined for vital areas.

A review of site feattires was conducted to determine land vehicle access approach path and distances.

L We identified short range measures which could be implemented within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> after notification by the NRC.

'The above actions were incorporated into contingency measures L

which are maintained in the Physical Security Plan for Beaver Valley i

Units 1

and 2.

This Physical Security Plan change was submitted on l

October 6, 1989 in accordance with 10 CFR 50.54(p).
