Gentlemen:

This letter responds to an issue raised by NRR staff I

member, E. H. Trottier, during his review of Technical Specifications Change Request No. 88-09, " Removal of the Rod Sequence Control System and Lowering of the Rod Worth Minimizer Low l

Power Setpoint."

The issue concerns a difference between existing plant i

procedure requirements and the proposed technical specifications.

The existing procedures AO 62A.1-2 and AO 62A.1-3, require a second licensed operator to verify control rod movement and compliance with the prescribed control rod pattern when bypassing the Rod Worth Minimizer (RWM).

The proposed Technical Specification 3.3.B.3.b.1 l

will allow the use of a second licensed operator or a " technically qualified member of the station staff."

Although plant operation in accordance with the existing procedures would be more conservative and in compliance with the proposed technical specifications, procedures AO 62A.1-2 and AO 62A.1-3 will be revised to stipulate that they cannot be revised to allow use of a " technically qualified member of the station staff" instead of the second licensed operator until a program is established to identify the qualifications used in selection of a GN 0911210257 691114 0

Our target date for establishing this program is May, 1990.

The revised procedures will be approved for use by November 17, 1989.
