The attached Revision 20 to the MASP, submitted in accordance with 10 CFR 50.54(p)(2), reflects changes to Appendix C,

" Licensee Safeguards Contingency Plans," as required by Cenerie Letter 89 07, " Power Reactor Safeguards Cantingency Planning for Surface Vehicle Bombs." This change increases the effectiveness  ;

of the security plan and is consistent with the requirements of 10 CFR Part 73, Appendix C, Section 1.a., 10 CFR Part 50.34(d), '

as well as 10 CFR 50.54(p)(1).

The revised pages are found in the Attachment to this letter.  ;

The attached information involves a subject matter which is  !

exempt from disclosure, and is therefore protected in accordance with the provisions of 10 CFR 73.21. It is requested that the attachment to this letter be withheld from public disclosure and not be placed in the NRC Public Document Room.
