1 The U. S. Nuclear Regulatory Comission (the Comission) has issued

jj Amendment No. 31 to Facility Operating License No. NPF-3, issued to The H
sj; Toledo Edison Company and The Cleveland Electric Illuminating Company (the i3 licensees), which revised the Technical Specifications for operation of the Davis-Besse Nuclear Power Station, Unit No.1 (the facility) located in Ottawa County, Ohio.
The amendment is effective as of its date of issuance.
This amendment modifies Limiting Conditions for Operation for the Contain-ment Purge and Exhaust Isolation Valves.
This action allows the plant, which is in cold shutdown, to heatup and operate at power with these valves inoperable, i
provided that the containment purge penetrations have been rendered passive by
.conpleting Action statement b. or c. of Technical Specification 3.6.3.1.

The application for the amendment complies with the standards and require-
?
s ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amend-i; ment was not required since the amendment does not involve a significant hazards

The Comission has detennined that the issuance of this amendment will

not result in any significant environmental impact and that pursuant to 10 CFR

151.5(d)(4) an environmental impact statament or negative declaration and 3
environmental impact appraisal need not be prepared in connection with the S.
issuance of this amendment.
