Dear Mr. Keppler:

This letter constitutes the written report required by IE Bulletin No. 80-15 (Reference 1).

In Reference (2) we described the backup power supply Vernon Telephone Cooperative maintains for LACBWR's extensions of the Emergency Notification System (D1S).

In that letter we stated that no special test for loss of of fsite power was deemed necessary.

since Vernon Telephone tests the backup power supply weekly.

Upon i

further review, however, it was decided to conduct an additional i

test in conjunction with Vernon Telephone Cooperative to ensure the ENS at LACBWR would operate on the backup power supply maintained by Vernon Telephone Cooperative.

On September 2, 1980, the test was conducted.

All ENS extensions at LACBWR operated satisfactorily.

" Emergency Phones," as per Item 5 of Reference (1), to include the following:

"If the OPX phone goes out of service, the NRC Operations Center shall be notified via regular phone communications within one (1) hour.

If regular telephone communication is unavailable, notify the La Crosse Office via microwave, DPC carrier-current communication system, or radio to notify the NRC."
