An estimate of the resources Mcired of the NRC and the Defense Nuclear Agency is attached.

The present joint NRC-Oefense Nuclear Agency joint study was initiated as a result of informal discussiors with the five Comissioners during 1979. As a result, the Chairman instructed us to plan and carry out the work now underway; that is, the plan sent to you.and the other Comissioners by my memorandum dated August 5,1980.
