As previously discussed with members of your staff, the Babcock & Wilcox, Cor.mercial Nuclear Fuel Plant is submitting the entire FNMC Plan for your approval.
This submittal is the result of an entire rewrite of the Plan which was done for clarification and interpretative purposes and to incor-porate a numberof administrative type changes.
The $150 administrative licensing fee, as required by 10 CFR 170 was included in our May 1, 1980 FNMC Plan submittal.
The FNMC Plan is submitted as Revision 0 including revised Table of Contents and Page-Date Index as Attachment I to this letter.
Due to the nature of the infomation expressed, we request that the attach-ment to this letter be withheld from public disclosure as provided in 10 CFR 2.790(d).
