With regards to your letter of July 29. 1980, which issued a supple-ment to IE Information Notice 80-06, your proposed clarification of Item (9) of 550.72(a) places a burden on licensees which is virtually impossible to implement.
Currently we make reports under this item whenever an emergency vehicle (such as an ambulance) is used to transport an injured person for treatment. This is a straight fonvard criteria which is easily applied and appears to meet the intent of the regulation.
The criteria proposed by your cl.trification r .2,uires a medical judgment to be exercised on-site as to the ex.ct extent of an injury, including the predicated lengcn of hospitalintion. We believe such a judgment can only be made by a physician once the injured party is examined in a properly equipped facility. To suggest that we second-guess such a judgment can only lead to future confusion regarding this item. We, therefore, urge thrc you reconsider your proposed criteria.
