This is in response to vour letters dated u y 30, 1900, which transmitted a

'le have determined that all but one of these changes are in accordance with the provisions of 10 CFR 70.32(c) te that they do not decrease the effective-ness of your -'aterial control and ace.nunting orogram, and that aonroving these changes will not endanger the cormon defense and security and is otherwise in the oublic interest. The change which we do not agree with was discussed with t'r. R. A. Moschner of ycur staff on July 16, 1980, and he acreed to acceot a license condition whic5 would correct this situation.
In addition, tne exact wording of this new license ccnditfor was discussed with Mr. f'oschner on July 22, 1980, and consensual agreennt concerning the acceotability and wording of this condition was reached..iccordi ngly, effective 1:vedtatelv, e are adding License Condition 1.1 and modifying License Condition 2.1 of A end:nent No. PPP-2 to your License !'o.59-960, as reflected in the enclosure to this letter.
