S STATUS REPORT ON BEHALF OF HOUSTON LIGHTING & POWER COMPANY In accordance with the Board's order of August 13, 1980, Houston Lighting & Power Company reports that it has had continued negotiations with the Department of Justice, the NRC Staff and the FERC Staff.

As a result of these negotiations, Houston has reached a settlement with the Department, the NRC Staff and the FERC Staff.

A copy of the agreed 31pon license conditions is enclosed.

Houston believes that this settlement resolves all of the concerns raised by parties in this proceeding which have evidenced an intent to litigate against Houston.

Counsel for the City of Austin and the City Public Service Board of San Antonio have participated in the 800916 015 T l/V1

negotiations leading to these license conditions and stipu-lations but due to geographical distances and the need of counsel for these entities to obtain approval within their municipal organizations, they are not yet in a position to give their approval to the attached conditions or stipu-lations.

The Board should be advised, however, that the Department of Energy has filed a pleading in the FERC pro-ceeding endorsing the settlement in its entirety.
