NOTICE REGARDING m

~

LICENSEE'S DISCOVERY READING ROOM In October 1979, Licensee announced that it was providing in Middletown, Pennsylvania, a Discovery Reading Room for use by the parties.

In this facility have been placed copies of the tens of thousands of documents provided to official investigations of the TMI-2 accident, correspondence with the NRC:regarding the TMI units and, from time to time, documentation in response to discovery requests made in the course of the instant proceeding.

Since it was announced last fall, this room has been open eight hours a day during the week and available upon request on weekends.

This Notice is to inform the parties that beginning September 15, 1980, the Discovery Reading Room will be open only upon the request of any party 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
in advance, and that on October 15, 1980, it will be closed permanently.

The Discovery Reading Room has been open for some ten l

months.

Throughout that time it has been staffed full time and equipped for the parties to view and copy documents.

With the 8 0 09110uo go approach of the hearing, Licensee intends to dismantle this facility.

The individual who has staffed the Discovery Reading Room will be reassigned and the equipment in the facility is expected to be relocated in Licensee's system.

This facility has been an expensive underwriting by the Licensee of an attempt to provide every oppor-tunity for intervenors to view and make use of all Licensee docu-mentation from the official investigations of the accident and other documentation requested by intervenors in the course of discovery.-

Notice is being provided now of Licensee's intentions regarding the Discovery Reading Room to ensure that intervenors, whether or not they have previously used the facility, have ample opportunity to view the documents kept there and to copy any add.tional documents i

they desire before it is closed.

Licensee expects, if the hearing facilities conveniently allow, to maintain in the immediate vicinity of the hearing space certain documents for use of the parties throughout the hearing.

These documents, to be provided from the existing Discovery Reading Room, will include:

FSAR for TMI Units 1 and 2 Restart Report Emergency Plan Additionally, Licensee may choose in response to subsequent discovery req uests, if any, authorized by the Board to place documentation in such a facility near the hearing room.

Respectfully submitted, W $ W h h.
