Dear Mr. Madsen:
This letter is in response to Notice of Violation received as a result of inspections conducted at this facility during the period June 16, 1980, through June 19, 1980.
The steps taken to correct those items not in compliance, numbered in the same sequence as used in your Notice of Violation, are as follows:
1(a)
Subsequent checks of the station batteries, where test, equipment is identified, indicates that the batteries are satisfactory.
The tests for battery surveillance have been revised to make them easier to understand and to lessen the chances of omitting required information.
In addition, since the department performing this test are frequently temporarily assigned.to the plant, a training summary sheet is used to brief these employees on require-ments before they perform surveillance tests.
This should prevent recurrences of this type.
1(b)
In addition to keeping surveillance procedure test equip-ment on the list presently used, this information will be entered on accountability cards as outlined in RP-21.
The personnel responsible for this have been so informed and we do not anticipate recurrences.

The instrument usage record has been updated to bring us in-to compliance.
Since a lot.of the personnel doing this work are from a pool, training as described in 1(a) is being con-ducted to' prevent recurrence.

To ensure' that records of qualification of personnel doing calibrations are maintained, the Training Program Administra-tive Manual has been revised to include recording of such qualification.
We are now in compliance.
We have also studied the problem of apparent inadequate reviews of surveil-lance procedures by plant personnel.
A review panel has been established to review all cases of suspected deficiencies by personnel involved in tests.
The personnel and his supervisor are questioned by the panel and appropriate recommendations made to clarify procedures, train personnel, apply discipline, or any other steps that will correct this tendency.
Presently all surveil-lance tests are being checked by an independent section to identify possible deficiencies.
A downward trend of possible errors is becoming evident after seven weeks of this activity, and we believe that the incidences will approach zero in the next few weeks.
