, r The 91niversityofOklahoma atsaman school of Aerospace, Mechanical and Nuclear Engineering September 2, 1980 Directorate of Licensing Nuclear Regulatory Commission Washington, D.C. 20545 Re: Annual Report for the period 1 July 1979 to 30 June 1980 for license R-53 in accordance with 10CFR 50.59 The following information is submitted in accordance with the Federal Regualtion requirement that an annual report on the operation of our reactor facility be submitted to the Nuclear Regulatory Commission:
- 1) There have been no changes in our facility design, perfonnance char-acteristics, or operating procedures related to reactor safety, during the reporting period except for the Air Monitor. The Air Monitor de-sign was changed slightly to improve sensitivity and efficiency. In-cluded in the change was the relocation and shielding of the detector assembly. All the surveillance tests and inspections were within their normal ranges of approved values or conditions.
- 2) The reactor was operated a total of 61 +imes for a total of 920 watt-hours.
- 3) There was a total of 23 inadver+ent scrams for the reperting period.
There were no emergency shutdowns. The inadverrer.t scram:; were the ;
result of instrument malfunctions (power line transients, etc.), i l
reactor operator errors, or small unexpected reactivity changes caused by the movement of experimental samples within the reactor core by lab personnel. g

- 4) The reactor fuel elements were recoated during August of 1979. No other major maintenance operations were performed during the reporting period.
- 5) There were no major changes to the facility, procedures, tests, or experiements for the reporting period.
- 6) No radioactive effluents were released o. discharged to the environs beyond our effective control.
- 7) No environmental surveys were performed outside our facility.
- 8) There were no unusually high radiation exposures to facility personnel or laboratory visitors. All the radiation and contamination surveys conducted by the University's Health Physicist were within normal ranges of acceptable values.
- 9) There were two changes in the Reactor Safety Comittee personnel.
Dr. Edwin Klehr (Department of Civil Engineering and Environmental Science) has been appointed the Radiation Safety Officer for the University and Dr. R. J. Murphy (Department of Civil Engineering and Environmental Science) has been appointed to the Reactor Safety Comittee. Dr. Robert Petry (Department of Physics) was appointed Chairman of the Radiation Safety Comittee.
