It is my belief that the U. S. Nuclear Regulatory Commission should not have terminated its efforts on the Generic Environmental State-ment on Mixed Oxide (GESMO) fuels. The NRC is an agency independent from the administration policies and the deferral of plutonium recycle by president Carter should not have terminated the technical analysis of the pros and cons of this technology. The public has a right to know the advantages or disadvantages of implementing plutonium recycle.

Now that INFCE has detemined that the deferral of plutonium recycle does not prevent weapons proliferation (on the contrary it may well encourage it), the NRC should resume the GESMO procedures at the earliest date possible. To do otherwise would be to deny the public the knowledge necessary to make important decisions which affect its future.
