Dear Mr. Vassallo:
During the past weeks there have been several telephone conferences and meetings with the staff regarding licensed operator staffing and we have presented several charts to ex-plain our plans.
During these discussions we were prophesying the results of the August 4, 1980 license examinations.
This letter and attachments are to present our present plans using the verbal results of the August 4, 1980 examination, to revis6 the charts based on these results and to clarify / supply i
additional information which was verbally requested September 4, l
1980.
As previously related, Alabama Power Company plans to staff the shif t operating positions with five operating crees, normally working 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> shifts, which will be rotated on the day, evening and night shifts.
At fuel load a sufficient number of SOL's licensed on Unit 1 and 2 will not be available to meet the desired requirements.
However, as previously discussed, each shift will be manned with three SOL's who are licensed on Unit 1 or Unit 1 and 2 as indicated below:

The chart on Attachment 1 indicates the shift manning from September 5, 1980 through December 30, 1980.
The " Licensed" column identifies seven Unit 1 and 2 SOL's and ten Unit 1 SOL's; the " Training" column indicates two Unit 1 SOL's, one Unit 1 and 2 OL, one Unit 1 OL to be examined November 1980 for Unit 2 SOL; and two Unit 2 SOL applicants who failed only one section of the August exam to be re-examined in November.
This leaves seven Unit 1 and 2 SOL's and eight Unit 1 SOL's available to meet minimum re-quirementse Any replacements required by attrition will be selected from nine
- 2) Gapervisory and engineering personnel holding Unit 1 SOL's and tcur (4) holding Unit 1 and 2 SOL's who could fill in for shift work.
The Attachment 1 chart includes two individuals who held Unit 1 SOL's but did not pass one section of the Unit 1 and 2 license examination on August 4, 1980.
These two are being retrained and will be recertified for Unit 1 by the Plant Manager by September 22, 1980.
The Attacnment 1 chart indicates thirteen Unit 1 licensed plant operators (twelve with OL's and one with SOL) and nine Unit 1 and 2 licensed plant operators (eight with OL's and one with SOL).
Two of the Unit 1 OL's are in training for Unit 2 OL to be examined in November, 1980.
This leaves available more than the minimum re-quired licensed operators for Unit 1.
The minimum required number of Unit 2 OL's has been revised from nine (9) to ten (10) to indicate the preferred minimum for five crew manning.
The presently available nine Unit 1 and 2 OL's will allow forty-five man shifts per week to cover forty-two man 4
shifts actually required.
This leaves three shifts per week for requalification training and any required emergency vacation.
Sche-duled vacation will be minimized until after additional OL's are issued after the November, 1980 examinations when three applicants will be examined.
(We experienced only one failure out of ten plant operators examined in August, 1980 and have reasonable assurance that the next three will pass.)
Attrition will result in some
Mr. Vassallo September 8, 1980 Page 3 overtime, reschedule of training and if necessary negotiations with union leadership to utilize license applicants who failed the Unit 2 SOL examination August 4, 1980 but passed the Unit 2 OL.
The chart on Attachment 2 which is a projection for January
~1, 1981 indicates the expected results of license examinations in November and reassignment of personnel for training.
By January, 1981 there should be thirteen SOL's licensed on both units; however, considering possible attrition or reassign-ment of personnel, we are assured of nine SOL's which will allow all shift crews except one to have the required number of Unit 2 SOL's.
We will continue manning that crew with a third SOL hold-ing a Unit 1 license.
By January 1, 1981 twelve Unit 2 OL's will allow ten avail-able to meet the minimum requirements with two available for SOL training.
Twenty-two assistant plant operators will be in train-ing for Unit 1 and Unit 2 OL's with twelve to be examined in February, 1981.
The chart on Attachment 3 which is projected for April 1, 1981 reflects the results of the feed-in of additional personnel from training.
At this time ten Unit 1 and Unit 2 SOL's will be available to comprise the required minimum.
Twenty-four Unit 1 and Unit 2 OL's will be available to allow training for SOL and a cushion for attrition.
Ten assistant plant operators are continu-ing OL training for examination in September, 1981.
From this date on we have sufficient numbers from the feed-in jobs and an aggres-sive training program to preclude shortfalls of licensed operating personnel.
