Dear Mr. Helfrich:

Enclosed please find two applications from Westinghouse Electric Corporation for licenses to export 12 radiation surveillance capsules containing Neptunium-237 and 4 primary neutron sources containing Californium-252 to Taiwan for use in Taiwan nuclear reactor facilities units 7 and 8.

Before taking action on these license applications, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Dranch, as to whether the proposed exports meet the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonpro-liferation Act of 1978.
